The starting split here is conventional planning wisdom, not research, and we would rather say that plainly than dress it up. Its real use is showing you the shape of the trade: moving photography from 12% to 18% has to come from somewhere, and the calculator makes you decide where.
Couples' priorities differ enormously and legitimately. If the photographs are the thing you will still have in thirty years, weight them. If the party matters more, weight the venue and the music. There is no correct split, only one that matches what you actually care about.
The line most people delete first is the one that saves them. Weddings do not usually overrun through one dramatic decision — they overrun through thirty small additions, each individually reasonable. A contingency of 5 to 10% is what absorbs those without forcing you to unpick something already paid for.
