Very few budgeting apps state whether they work offline. We checked every vendor's own documentation and only counted explicit claims — so this list is short, and honest about the gaps.

This turned out to be a harder list to write than expected, and the reason is worth stating up front.
We went through the official documentation for eight budgeting apps looking for an explicit statement about offline use. Most vendors never say either way. Not "no" — nothing at all. So rather than guess, this page only counts claims a vendor actually makes in its own documentation, and says "not stated" for the rest.
That makes for a shorter list than you'll find elsewhere. Lists that confidently rank ten "offline" apps are mostly inferring from the absence of a bank-sync feature, which is not the same thing.

Apple budgets do not sync to Android and Android budgets do not sync to Apple. Apple purchases do not unlock Android. Google Play purchases do not unlock Apple. Core budgeting, transaction entry, and insights work on device without a connection. On iPhone and iPad, receipt capture uses on-device recognition; on Mac, use photo import or manual entry because live-camera scanning is not available.
In the Apple edition, a connection is used to synchronize throughyour own private iCloud and for an optional product barcode lookup that sends only the confirmed barcode after separate consent. Core local work remains available offline, and synchronization resumes when connected.
Actual Budget describes itself as "unabashedly local-first software" that "totally works regardless of your network connection," with the primary database on your device. It's free, open source under the MIT licence, and you can self-host sync with optional end-to-end encryption. On the offline and privacy criteria it is excellent.
The honest caveat for anyone reading this on an iPhone: there isno official iOS app. Official mobile apps are deprecated; mobile use is via an installable web app, with desktop apps for macOS, Windows and Linux. Also note an unrelated App Store listing uses a nearly identical name — check you have the real project.Project site
YNAB, Goodbudget, EveryDollar and Fudget all support manual entry, and some of them may well work offline. But none of them documents it, so we're not going to tell you they do. If offline use is genuinely important to you, ask their support directly before paying.
Monarch Money and PocketGuard are aggregation services built around a live transaction feed. Neither claims offline operation, and the architecture doesn't suggest it. They're strong products — Monarch's automatic net-worth tracking across investments and property is genuinely good — but not if you need to work without a connection.
Being able to log a coffee in a basement café is a nice convenience. The more useful thing offline capability tells you is where your data lives. An app that genuinely works with the network off is an app whose budget is stored on your device rather than on a server you don't control. That is the property most people are actually shopping for when they search for an offline budgeting app.
